Hard and soft drugs are freely category of non-prescription psychoactive drugs. The distinction is used in both formal and informal discussion. The term hard drug generally refers to illegal drugs for nonmedical use, which lead to deep and heavy dependence, unlike the soft drug, which is weaker or no symptoms of physical withdrawal. Some so-called soft drugs, however, are strongly habit-forming for reasons other than physical withdrawal symptoms, dividing between hard and soft drugs is therefore only adopted in legislation in some countries, such as the Netherlands. The Executive Director of UNODC, for example, does not accept cannabis as a soft drug. Classification of alcohol and nicotine as hard drugs are also widely rejected in most countries.
